2. Fund via rill_fund action=checkout (or action=mock in dev)
3. Mint rill_vw_* with period_allowance / max_transaction / allowlist
4. Primary: rill_pay_url against any MPP/x402 URL
5. Background ledger: rill_pay resource_id or to=FQDN; unlock seed with GET /demo/echo + X-Rill-Receipt
